Press Statement on the Removal of Illegal Structures Around the Kisumu City CBD
The management of Kisumu City has in accordance with the County Government Act No 17 of 2012 and the Urban Areas and Cities Act No 13 of 2011, been removing illegal structures and extensions on residential government buildings within the city.
Some of these structures had been built on top of sewer lines and on road reserves. Indeed, the sewerage and drainage situation in some estates like Migosi are in a worse situation because many houses have been built on top of these sewer lines.
The City management has also been recovering fraudulently acquired land, some of which had been earmarked for public institutions and parking areas.
This afternoon, a consultative meeting held at the City Hall on the on-going operations resolved as follows:-
- That the demolition of business kiosks owned by small scale traders be suspended until that time when the Uhuru Business Park, currently under construction will be ready for occupation by the affected traders.
- That the recovery of grabbed land to continue in all parts of the City until all the 52 illegally acquired pieces of land are recovered. Currently, the County government is in the process of recovering 6 of the plots. Four of these cases are currently in court. We wish to notify the public that the recovery process is three-pronged.
- Buildings on pathways, playgrounds and wetlands will be demolished upon expiry of notices issued to the owners.
- Cases of illegally acquired plots will be dealt with and files forwarded to EACC, which will then help the County Government to recover the pieces of land.
- That all traders affected by the removal of the illegal structures are being registered and will be given first priority at the Uhuru Business Park, which has a capacity of almost 10,000 ultra-modern stalls.
- That all County government staff who had allocated themselves stalls at the Chichwa market, surrender them to the City hall within One week for re-allocation to needy traders or face disciplinary action.
- That traders who acquired more than one stall at Chichwa Market urgently surrender the excess and adhere to the ONE TRADER, ONE STALL policy.
- That the County Government of Kisumu values the traders and will do everything at its disposal to ensure they get areas to do business.
- That Kisumu residents join hands with the County Government to expose land grabbers and support action to recover such pieces of land.
- That the City management has opened Complaints and Information desk at the Mama Grace Onyango Social Centre where anyone with complaints about the on-going operations should register their cases. We urge residents to also use the information desk to report those who have grabbed public land.
- That we appeal to business people with kiosks along the 4.3 KM road from Fourems to Kenya- Re estate to remove them on their own a head of the major works on this road by the Kenya Urban Roads Authority (KURA).
- That residents of Kisumu who built houses on top of sewer lines and drainages to move with speed and remove them themselves to minimize loses.
- That the County Government through the City Hall will continue to meet with leaders of affected traders to ensure dialogue and peaceful resettlements.
- That all the operations in the city are meant for the envisaged development of the City as contained in Governor, Prof Peter Anyang Nyongos development agenda.
- That we appeal to Kisumu residents especially traders to ignore a few people politicizing the City restructuring operations. Some of these politicians do not mean well for the progress of this County and have even been using money to incite some traders to stage demonstrations.
